School transportation for foster kids

Two local children, ages 10 and 12, have been in and out of the foster care system for four years now. They have just been allowed to move back home with their mother for the first time in over 18 months. Unfortunately, to secure housing, their mother had to move to a different school district. Their current school district is unable to provide transportation to school now. There are only 11 weeks left of school (taking into account spring break). The children have been thriving at school this year and could be thrown into a tailspin if they have to change schools at this point. In particular, the 12-year-old has special needs. He has been in special programs in his current district for several years, and has been extremely successful with increasingly being mainstreamed this year. A new school district will take several weeks to determine and set up the proper arrangements and accomodations for him, which could be very detrimental to his progress. Both children have demonstrated the ability to exhibit positive behaviors and get good grades when they have the appropriate support and environment, but they have also both demonstrated how quickly they can fall apart when not supported appropriately.
Mother's work schedule prevents her from being able to drop the children off in the morning, but she can pick them up in the afternoon. Therefore, the only thing standing between the kids and being able to finish the year at their current schools is morning transportation. A daily taxi with two drop-offs will cost approximately $50/day.
Please know that we have already involved educational advocates and tried everything possible at this point, but the McKinney Act and other provisions do not apply for a number of reasons. We are also rallying together piecemeal help from service providers on the case so we are trying to do as much as possible without direct funding help. The goal amount for this campaign is to be able to hire transportation for those times that those of us on the case team are not able to volunteer our own time to transport. We plan to rely on funding for hiring transportation for less than 50% of the need - the rest will be filled by volunteers.
