Help with tornado rebuild

On Dec. 26, 2015 my house was hit by a tornado in Rowlett, Tx. I trusted the wrong contractor and after almost a year my house is still gutted with no money for the rebuild. The contractor has received the money to do the job but is doing nothing at all. The only solution I have at this moment is to try and raise money to pay someone else to finish the job. If my contractor finally steps up and does the work or I exceed my limit I will donate the balance to other tornado victims. I understand there are some things I can do to go after him but most cost money which I'd rather put into my house and deal with him afterward. Thank you for any and all contributions.
