Help Lily recover from a dog attack

Lily is a 7lbs Yorkshire terrier who has suffered from GME twice in her life. Thursday evening when she was on a walk with her leash on with her owner at around 10:10 PM, a man approached them saying their Airedale dog was aggressive and was in the park to socialize. As she came to pass away from them the unleashed, aggresive dog ran from under his owner and bit Lily and shook her for 5 second. She is now under critical care and her medical bills could be $10,000+. She can pay a $5000 of her bills but she needs help with the rest.

Dogs who are aggressive should be on a leash and muzzled. I blame the owner 100% for the attack.
