Buried against her will - Exhumation for Mum

My mother has been held captive by her abusive husband even after her death. I am desperately seeking help to exhume my mum and have her ashes scattered as per her dying wish.
My mum was called Deborah. She was married to an abusive man. She found out she had Krukenberg cancer at the age of 38 years old. She passed away in the early hours of 21st July 1993 at just 39 years old. Her dying wish was to be cremated and have her ashes scattered at Bakewell, Derbyshire. Unfortunately this never happened. Her abusive husband instead decided to have her ashes buried. (This was NOT her wish! She was terrified of being trapped in the ground, and wanted to be set free in a place she loved)
Her headstone is an insincere love note from him to her (pictures available) It does not show that she was a beloved daughter, sister and mother. I was 13 when she passed. For nearly 31 years, my mother has been stuck in the ground (something she was terrified of happening). As her daughter, I have had zero rights to her. Her grave was owned by her husband, and upon his death, those rights passed to HIS child.
My mum's husband died in April 2024! His daughter thought I would want to know he is finally gone.
My step sister is exceptionally supportive of having my mother's grave transferred to me. HIS ashes were scattered in Scarborough, so he has no use for the plot. (His dying wish was respected - not by his daughter - whilst he denied my mother hers)! His daughter has no desire to memorialise his existence on the current headstone (in fact, we want it demolishing)

I have been in touch with the cemetery, as well as the appropriate persons regarding exhuming whatever remains of her ashes. I have also contacted Bakewell Town Council to ask for permission to scatter whatever is left of her on their land. (You aren't allowed to just go scattering ashes willy billy)
I have permission to scatter. This is free.
But a breakdown of costs to release my mother are:
Transfer of ownership = £80
Application for exhumation = £100
Exhumation = £220
Release of grave = £368
TOTAL = £768
(There are possible deductions available for example, application fee may be deducted from exhumation costs)

I am desperately seeking donations. I have the bulk of the money ready to go. But I need a little bit more to help get my mother exhumed and finally laid to rest as she so wished.
