Support Needed for Emotional Support Puppy

Hello. I'm in need of an emotional support animal and the cost is too high. Why are puppies so expensive? I'm a product of an abusive childhood and frequently re-experience trauma, showing itself with depression, feeling ill, headaches, and occasional black-outs. Coupled with my heart condition and diabetes, I qualify for an ESA - Emotional Support Animal. Several professionals have recommended a small breed to be in my lap to calm me.

I found the perfect puppy, but was absolutely shocked to hear the cost at over $1700, plus vet fees, accessories, food, etc. I'm on a set income and just can't afford this, but I'm hoping with the generosity of caring, compassionate people, I'll get the support to purchase and get a jump start on setting up and maintaining the pup.
