Monique's Move

My mother is disabled. She has brought a house and discovered there is no water in the house (A man that owns a house across from her, he turned off her tap). This man told her he will not turn the tap back on and if she wants to build her own tap he wants $20,000 from her. I was really discouraged when my mother told me about this, and I feel so helpless because I don't have the money either.
