Adopting my little brother Dominick

I gained custody of my little brother in 2015 after I was able to get him out of foster care. Its been one heck of a roller coaster through the court system the last almost 3 years. I am in my final steps of fully adopting Dominick.... all I need now is home study. I knew I'd have to pay for it but I thought it would be a couple hundred dollars not thousands. I am sitting here heart broken and feeling completely hopeless. Why does the system make it so hard for family to adopt family. Inspecting a home is 3,000 dollars and I can't adopt Dominick until this is done. As it is now he sits in limbo with no parents on his birth certificate anymore. It is blank. It awaits my name and I can't make this happen without this money. I would never ask anyone if I didn't need it. I've been through so much and I just want this chapter to be over and for the new one to begin. If you have a dollar to spare I would greatly appreciate it. God bless.
