Toby Citrin, JD, played a key role in starting the American Public Health Association's Community-Based Public Health Caucus. Beginning in 2008, the Caucus began to bring youth to attend and present their research at APHA with the goal of mentoring the next generation of community researchers. In 2010, the Caucus helped youth established the CBPH Youth Council  “to support young people as leaders who will work to eliminate health disparities and promote social justice in their communities and around the world.” In honor of Toby Citrin, quintessential mentor and leader in this effort, we are establishing the Toby Citrin Memorial Fund for Youth Researchers.

Through this fund, we will collect resources to support the attendance and participation of youth researchers in future APHA conferences. It can take up to $1300 for one youth researcher to register for, travel to, stay for, and attend/present at an APHA conference. We will post updates and additional information in advance of APHA meetings to keep you up-to-date about the funds being raise and how they are used to support youth researchers.

About Toby Citrin
As described in the tribute for him at the APHA 2020 conference : "A lawyer by training, Toby served as an adjunct professor in the Department of Health Management and Policy at the University of Michigan School of Public Health. He was the founding director of the W. K. Kellogg Foundation-funded Community Health Scholars Program, which trained postdoctoral scholars at four universities in community-based participatory research. An articulate advocate of the need to include community members’ input in public health programs and policies, Toby was well loved by his colleagues in academia and in the community. "

About the Caucus
The Community Based Public Health Caucus  (Est. 2001) is guided by the belief that Community lies at the heart of public health, and that interventions work best when they are rooted in the values, knowledge, expertise, and interests of the community itself. We believe that health encompasses the physical, mental, spiritual, environmental and economic well-being of a community and its members. We recognize the power of equal partnerships including community-based organizations, academic institutions, and health agencies, addressing health issues of the community. We understand that in order for these partnerships to be equal and for interventions to be community-based, community members must participate fully in the identifications of health issues and the selection, design, implementation and evaluation of programs that address them. It is this vision which we express in the term "Community-Based Public Health," and we have formed this caucus to advance the vision.
