Handicap accessible van stolen from DC family.
Rafael was injured in a car accident 12 years ago and suffered a traumatic brain injury and is now a paraplegic. And the family's handicap accessible van was stolen from right of his home.
Now has no way to doctors appointments,to any family or friends events. And his love for car was his joy, was injured on way to Lincoln Tech those 12 yrs ago,and now just reapplied to return to the school to for full Rafael's dream of fixing cars.
