My name is Elisha Edwin from Kent Washington.  My 3yr old daughter, Rachel Edwin, was kidnapped to the Philipines by her mother Katrina Jean Lacdao.  Katrina had a court order to travel for 14 days with Rachel to the Philipines in March 2016 but never came back.  She has since quit her job, put her 2 bedroom house up for sale and cut off all communication.  

Prior to her travel, I pleaded with the court to reject the request to take Rachel, as we have been in a long drawn out costody battle for the past 3 years.  I was ordered by Mark Hillman (Commissioner of Kent Superior Court King County) to cooperate and sign all necessary documents for Katrina to apply for a Passport and visa for Rachel to travel to travel to the Philipines for 14 days.

After this incident, I was granted full costody of Rachel on May 2nd 2016.

I have reported this issue to the FBI, Tukwila Police and the State Department and currently have a Tukwila Detective working on getting my daughter back.

I also contacted KIRO7 news and the Northwest Asian Weekly and they offered to help spread the word by releasing news articles explaining this kidnapping.

After talking with a representative at the State Department I was advised to go to the Philipines and hire an attorney to try and implement the court order issued on May 2nd 2015 to help the process of bringing my daughter back.   Legally, since Rachel is not a citezen, she is only allowed to be in the Philipines for 21 days, however it has been over 60 days now.

I can't wait to see Rachel again and the funds raised here will be used for travel and legal fees to open a case with the legal system in the Philipines to bring Rachel back by any means.
