Repair this mans house

I'm starting this campaign for my friend, Braheem, who owns a rental property in Oregon and had been assisting a poor family with housing. The family, a mother and her handicapped son, had been tenants under Braheem for over 14 years, during which time they had been receiving Section 8 assistance as well as a generous rent reduction by Braheem. Recently, they had begun to fall behind in their rent payments, and after several calls to Section 8, he finally was able to speak to someone in November of 2015, who told him they would run an inspection of the property. That inspection never took place, and he came to find out, after finally making contact with the tenant, that she had abandoned the house before the new year, and had taken up residence with her boyfriend. Upon arriving at his property, he found the house seemed to have been used as a junkyard/ landfill for these people, ruining the interior of the house. The video and pictures posted hardly do this situation any justice. There are many repairs that need to be made, and he doesn't have the funds to handle this on his own.
