5 for Phoebe - Help with emergency vet bill

"Oh no! Not again!" ...That's what I was saying on March 4, 2024. It was just over a year before when Phoebe was attacked by two pit bulls that were unleashed at the Desert Storm Park. This time, I was just taking her out for a walk at the condos where we live. We hadn't even made it down the stairwell when we saw the dog in the corner of the side yard, racing towards us. I ran us back up the stairs, but only made it halfway when the dog (off leash and without it's muzzle that it usually wears) jumped at her and immediately bit her face. The owner (seen in the photo) ran up and struggled to get the dog to release. Because of the previous attack, I had purchased a pitbull stick, so I ran inside to grab it. When I came back out, the dog had released and Phoebe had run downstairs. The owner told me he would get the dog back home and talk to me after that. I came back multiple times and he was not there.
I took Phoebe to the emergency vet and she was patched up and sent home.
After leaving notes and flyers (which the dog owner removed, but never ackowledged) the front office got involved and we located him. I left a note on his door. Still no response. Barely two weeks after Phoebe was attacked, another neighbor's dog was attacked by his dog, this time it was caught on camera. Because of that, Animal Control came to get the dog, but he just refused to open his door.
His landlord evicted him and he said he got rid of the dog. But I'm left with the vet bill. I have no way to locate this man now.
I'm embarrassed to have to ask for help again, but I have my own large medical bill that I'm trying to take care of. I just wish these guys with dangerous dogs would be more responsible and not avoid the consequences of having their dogs off leash.

UPDATE: Thank you to everyone that donated! We made the goal and then some, which was used to pay her follow up vet bill with her regular vet. Phoebe hasn't been cooperative with the video thank you messages. (It's hot and she isn't as patient as she used to be.) But I want to thank each and every one of you for your help...from the bottom of my heart...THANK YOU!!!!! <3
