Abandoned Broken Puppy

My mom does a paper route,  early in the morning, when she was driving down a highway that is rarely used, She sees this cute little guy struggling to walk out of a canal on the side of the road because it had been abandoned. She took the dog home and gave it a bath..The dog could not move well without crying so we took it to two different vets to be looked at. Both vets said that 2 legs are broken, most likely from being dumped out of a car, And would cost about $2000 to do surgery on both legs, My Sister is willing to take the dog and welcome him into her family, but my family does not have the finances to pay for the surgery to give the dog the quality of life that he deserves. This puppy is about 6 months old and is so sweet. I can't believe someone would do this. Anything you can do to help this little guy get surgery would be amazing. Thank you so much.
