Emergency Funds for Migrant Domestic Workers

The Kafala system is a draconian system that excludes migrant workers, coming to Lebanon from South Asian and African countries, from protection under the Lebanese labour law and ties their labor directly to that of their employer, while alienating them from unionization and their right to organize. Under said system, workers are required to come in through a sponsor, or a “Kafeel,” who serves as not only their employer, but also as their de facto legal guardian. In practice, this system allows the sponsor/employer full control over the work and living conditions, including but not limited to work hours, days off, mobility, and salary. This enables the sponsor to have full control over migrant workers as their wages become completely conditioned by the sponsor’s whims. Migrant workers are therefore often forced to sleep in closet sized rooms, are given limited access to food, resources, and salaries, and have to forfeit their passport to their sponsor.

In addition to these dire working and life conditions, the migrant community in Lebanon is left at the forefront of Lebanon’s current economic crisis. The economic crisis and subsequent devaluation of the currency, compounded with the burden of COVID-19, have led many Lebanese employers to terminate their domestic workers’ employment, uproot them from their homes, and leave them on the streets to fend for themselves. While this is unacceptable under any circumstances, it is particularly catastrophic given the risk of COVID-19 and the impending summer heat.

Emergency Funds is a spontaneous, grassroots organisation that formed as a response to the current struggles that the migrant community is facing. Constituted mainly of people who have had enough with the systematic oppression and suppression of migrant workers.

Thus, the goal of this campaign is to raise funds in order to provide all marginalized workers with the basic needs and resources that they are denied by both their employers and the Lebanese government, and who have also been neglected by their embassies. These funds, more specifically, are aimed towards sustaining the migrant workers’ struggle so that they can keep pressuring both their embassies and the Lebanese state to be granted repatriation.

Allied with local and international NGOs, our goal is to provide these workers with legal, medical, housing, and nutritive resources. The donations of this page are therefore going to be redistributed evenly amongst these four constituents. We therefore hope to guarantee the workers who need help with both medical and legal assessment, and enough resources to pursue their medical and legal needs. It is important to note though, that although our current priority is to help the Ethiopian women who are currently stranded without a job, or a way to return home, these funds are also meant to help all workers, regardless of their nationality.

يحرم نظام الكفالة الوحشي العمال المهاجرين الآتين من من دول جنوب آسيا وافريقيا، من الحماية تحت نظام العمل اللبناني بربط مصيرهم مباشرة بإرادة الكفيل الاستنسابية. كما تتمثل وحشية النظام بمنعهم من تشكيل النقابات والتنظيم السياسي.

أن قدوم العمال إلى وإقامتهم في لبنان بموجب هذا النظام تفرض عليهم الخضوع الكامل لكفيل. والكفيل ليس جهة التوظيف وحسب بل هو أيضا الوصي القانوني الوحيد عليهم بموجب القانون.

يتيح هذا النظام للكفيل السيطرة الكاملة على شروط وأوضاع عملهم وظروف حياتهم. من جملة المسائل التي تتخلها تلك الشروط هي:
- عدد ساعات العمل والتي تفوق ٥٠ ساعة عمل بالاسبوع
- أيام العطل
- نطاق الحركة والتنقل
وقيمة الراتب

تمنح تلك الصلاحيات وغيرها الكفيل سلطة مطلقة على العمال المهاجرين، فتصبح أجورهم مرهونة كليا لنزوات الكفيل.

يُفرض على العمال النوم في غرف ضيقة كما يتم التحكم بمقدار حصولهم على الطعام وغيرها من حاجياتهم إلى جانب اجورهم النقدية ذلك ناهيك عن مصادرة جوازات سفرهم (من قبل كفلاء).
إضافة إلى تلك الظروف القانونية والحياتية الظالمة، يُترك العمال المهاجرون عند الخطوط الامامية في مواجهة الأزمة الاقتصادية في لبنان.
استعار الأزمة الاقتصادية وانهيار سعر صرف العملة اللبنانية بالتوازي مع صعود أزمة كوفيد ١٩، أدى إلى تخلي عدد كبير من الكفلاء عن عاملاتهم بقلعهم من منازلهم وتشريدهم في الشوارع ليدبروا أمورهم بأنفسهم.
إضافة إلى أن المشهدية كارثية وغير مقبولة ضمن كل المعايير، إلا أنها تحمل معضلة مضاعفة نظرا لتفشي فايروس كورونا واستعار حر شمس الصيف.
"التمويل الطارئ" هي مجموعة قاعدية نشأت كرد فعل على أزمات العمال المهاجرين الراهنة. تتألف المجموعة من اناس ضاقوا ذرعا من أعمال القمع والظلم الممنهجين ضد العمال المهاجرين.

تهدف الحملة إلى تأمين كافة الاحتياجات والمستلزمات الاساسية التي حُرم منها العمال المهمشون من قبل كفلائهم والحكومات اللبنانية المتعاقبة، علاوة على الامعان باهمالهم من قبل سفاراتهم.
يهدف هذا التمويل على وجه الخصوص إلى الحفاظ على صمود نضال العمال المهاجرين بحيث يساعدهم على الاستمرار في الضغط على كلٍّ من سفاراتهم والدولية اللبنانية لضمان حقهم في العودة إلى بلادهم.
يهدف تحالفنا مع المنظمات غير الحكومية المحلية والدولية إلى تأمين الموارد الطبية والغذائية والقانونية بالإضافة إلى ضمان المأوى الكريم.
ستوزع تبرعات هذه الصفحة بالتساوي على الحاجات الأربعة سالفة الذكر (طبابة - غذاء - حماية قانونية - مأوى).

በኢኮኖሚ ቀውስ ምክንያት ብዙ ስደተኛ የቤት ሰራተኞች ሥራቸውንና ቤታቸውን አጥተዋል ፡፡ አሠሪዎቻቸው ራሳቸው ለመንከባከብ በጎዳናዎች ላይ ትተዋቸው ነበር ፡፡

በዚህ ምክንያት የምግብ አቅርቦትን ፣ የህግ ክፍያን እና የህክምና ዕርዳታዎችን ጨምሮ በተለይም ቤት በሌላቸው እና ወደ አገራቸው የመመለሻ መንገድን ጨምሮ ለድንገተኛ አደጋ አቅርቦቶች ለሠራተኞች ለማቅረብ ገንዘብ ለማሰባሰብ ዓላማችን ነበር ፡፡ ሆኖም እነዚህ ገንዘቦች የኢትዮጵያን የቤት ውስጥ ሠራተኛ ብቻ ሳይሆን የሁሉም ብሄረሰብ ሠራተኞችን የሚረዱ መሆናቸውን ልብ ሊባል ይገባል ፡፡

በቀጣይነት በሚሰጠን ድጋፍ እና የበጎ ፈቃደኞቻችን ድጋፍ እኛ ይህንን ጊዜያዊ ገንዘብ ለሁሉም የብዝበዛ ሰለባዎች በሙሉ ወጥነት ወዳለው የሙሉ ጊዜ ድጋፍ ቦታ ልንለውጠው እንችላለን ፡፡

እነዚህ ሴቶች መሰረታዊ የሰብአዊ መብቶችን የሚክድ የሕግ አሠራር በካፋላ ስርዓት ስር አነስተኛ ወይም ያለምንም ማካካሻ በሥርዓት ለረጅም ዓመታት ችላ ተብለዋል ፡፡ አሁንስ በቃ ።
