HOA Ruining my life. Please help.

So my HOA is drowning us all in assessment payments. They are charging us $1k on May First. Then in August they are going to be charging us $5k with a minimum of $1.2k down payment. I set up a payment plan for this current one because I have almost nothing in savings. I was saving up to fix my car and now I gotta pray she doesnt break down before I can pay off these payments. I live where I live because its literally all I could afford. I am in desperate need of help.
