Bull Mountain Connect was formed in January 2024 by a group of neighborhood parents who have concerns with Tigard’s approach to the homeless crisis.
The City’s first proposed Safe Parking (homeless vehicle project) location was at the bottom of our hill at Christ the King Lutheran Church. At the time, the church co-hosted a preschool on site. The preschool has since closed, but the location also shares a fence line with an apartment complex and private residences. Public school children utilize the space to wait for their bus each morning, often unattended, before the sun rises. It is simply not a safe location for unsupervised homeless overnight parking.
Beyond our immediate goal of ensuring homeless programs are not placing safety and liability at risk in our neighborhood, we are urging the City in specific ways, to ensure programming across Tigard is thoughtful of all community members. We want to ensure that broader programming follows location criteria and that project success as well as impact are measured by relevant and verifiable data.
