Velva Ann (Payne) White was born on September 28, 1957 in Covington, Tennessee as the 12th of 13 children to the late Elvin and Nellie Mae Payne of Atoka, Tennessee. She departed this life on Saturday, February 27, 2021 in Washington, D.C.
Velva had an unbridled passion for running. For over 35 years she competed in 29 marathons and countless half marathons and 5k runs across the country. Most notably she ran and completed the Boston Marathon four times: in 2000, 2001, 2003, and 2006.
