Attempted Murder Victim, Feder Biotte, Faces Long Road to Recovery After June 2024 Shooting and Arson at Temple Court Apartments

Miami, FL – October 21, 2024 – On June 10, 2024, Feder Biotte was the victim of a violent and nearly fatal attack at the Temple Court Apartments, located at 431 NW 3rd Street, Miami. Mr. Biotte, a maintenance worker on duty at the time, was shot twice—once in the stomach and once in the neck—by Mr. Juan Francisco Figueroa, a tenant of the building who resided in unit 307, according to allegations by the State of Florida. After the shooting, Mr. Figueroa is also accused of setting the building on fire, leaving Mr. Biotte unconscious, critically injured, and unable to escape the flames. What was a routine day of work for Mr. Biotte turned into a tragic attempted murder and arson that resulted in the loss of his health, home, and livelihood.

Mr. Biotte’s injuries were life-threatening. Only the extraordinary efforts of the trauma team at Jackson's Ryder Trauma Center saved his life. He remained hospitalized from June 10 to July 11, 2024, enduring multiple life-saving surgeries and intensive care. His recovery has been long and arduous, and he continues to face significant physical and emotional challenges. His ability to return to a normal life remains uncertain, as months—if not years—of rehabilitation lie ahead.

The fire not only left Mr. Biotte fighting for his life but also displaced dozens of tenants of Temple Court Apartments, many of whom were elderly. The building’s residents were forced to flee their homes, losing everything they owned. Despite the tragedy, the landlords of Temple Court Apartments failed to protect the tenants before or after the incident. Although temporarily housed in a Motel 6, some tenants reported being charged rent while dealing with the loss of their possessions. The landlord's failure to ensure security—particularly for elderly tenants—has raised serious questions about tenant safety. Notably, Mr. Figueroa, the alleged shooter and arsonist, has a violent criminal record, having been previously convicted of murder and burglary, among other felonies. The fact that a violent felon was allowed to reside among vulnerable elderly tenants has highlighted the lack of appropriate tenant screening and security measures by the landlords of Temple Court Apartments.

In addition to his personal suffering, Mr. Biotte’s only vehicle, a 2023 Nissan Rogue, was severely damaged during firefighting efforts. The vehicle, currently held by Le Collision Garage, has been accumulating storage fees of $250 per day since June 10th, further adding to Mr. Biotte’s financial burdens. Despite having insurance, the company has yet to pay for the damage, and Le Collision Garage has allowed the vehicle to be exposed to rain and other elements, causing further deterioration. The garage has since moved the vehicle to another location, leaving Mr. Biotte unable to retrieve his car without paying exorbitant fees.

A humble man of Haitian birth, Mr. Biotte was known by his neighbors as kind and tranquil. His life has been irrevocably changed by this tragic event, and his future is uncertain. He has lost his health, his home, and his vehicle, and is now facing overwhelming financial challenges. Mr. Biotte needs the support of the community to rebuild his life and recover from the senseless violence he endured.
