Anne was born on February 17th, 1949 in Boston,Massachusetts. She was the third oldest of ten children. She was preceded in death by her parents William Greene Owens and Anne LIttlejohn; her oldest son Michael Anthony Owens; her sisters, Darwina N. Owens, Theresa A.Shavers, ReginaT.L.Owens; her nieces Doreen Rice, and Kimberly Owens. Anne obtained her degree at Brandeis Universtiy in Massachusetts. She then began a career as an elementary school teacher.After her divorce she began a career in state government. Anne would make her biggest career achievements in the Texas Department of Health and Human Services as the Deputy Commissioner. She was a loving daughter, sister, mother, aunt, mentor , and friend to all. She is survived by her youngest son, Alem Brhan Sapp; her grandson Michael Anthony Owens Sapp; her sisters, Gloria A.Owens, Marjorie H. Harris, and Jacquelin V. Hamlet; her brothers William S.Owens, Charles F. Owens, and Jesse A. Owens; her nieces Donnette Owens, Tiffany Shavers, Carrie Harris, Debra Harris; her nephews Joe Ric, Eric Rice, Darrell Rice, Dana A.Owens and John W.Hamlet V; a host of grand nieces, grand nephews, cousins; and her best friend Mary Catherine Bailey heads a list of loving and adoring friends from all around the country.
