1. Executive Summary – Grassroots Football in Kenya

1.1 What if football could change the future of an entire nation? In Kenya, football is more than just a sport; it is a powerful force for social change, community building, and national pride. Football also represents a business built on trust, confidence, and integrity—pillars essential to the success of any national sporting initiative. Yet, despite the passion and talent, Kenya has not demonstrated its full potential to be a key player in the global football community. The KickStartKenyaFootball campaign aims to change that perception and unlock the true potential of football in Kenya.

1.2 This initiative will raise $10 million through a seven milestone journey to build professional, state-of-the-art training centers for grassroots football. These facilities will not only showcase Kenya’s commitment to football globally, but also nurture young talent and provide refuge and opportunities for vulnerable groups, including orphans and domestic abuse survivors. Funds raised by the Kenya Diaspora will be held in an irrevocable trust and managed through a Special Purpose Vehicle (SPV) structure, governed independently by Members of the Kenya Diaspora (as explained further below), and will be used exclusively for football development projects in Kenya—building infrastructure, fostering talent, and empowering communities.

2. My Story

2.1 As the first Kenyan to play professional football in England, I’ve had the privilege of turning passion into purpose. But what I’ve learned on the pitch and off is that football isn’t just about goals; it’s about growth. During my time with the Harambee Stars, I saw the immense potential of Kenyan football. Our players, brimming with passion, showed promise, but the infrastructure and management simply didn’t match. Players were often short-changed, both in pay and opportunities. After retiring in 2015, I went back to Kenya to understand the bigger picture. While there was enthusiasm for change, what I found was a lack of vision to drive Kenyan football into the future.

Strategic Plan

2.2 In 2018 and 2022, I presented strategic plans (press link) focused on building a sustainable future for Kenyan football by bringing in private investment (see my tv debate on which way football), not just to patch up the cracks, but to create world-class facilities that would stand the test of time (see my judicial review case on Migori United FC). The response was positive—everyone welcomed it (see Daily Nation article about my strategic plan), but a small few didn’t quite see the big picture. The lack of clear priorities and commercial savvy in leadership circles slowed progress. But that's where the KickStartKenyaFootball campaign comes in—a fresh start with a singular focus on transforming football into a real engine for growth and opportunity in Kenya for Kenyans both at home and in the diaspora.

2.3 What inspired me to do this? A major turning point for me was in 2009, when I met Joe Kadenge, a man who wasn’t just a legend but a living, breathing example of football’s power to inspire. Also, my father had passed away in the early part of 2009 and was unable to join me on my harambee stars journey but having Joe with me inspired me to continue. We formed a bond that carried through until his passing in 2019. Joe was a mentor, and his unwavering love for the game pushed me to keep fighting for change. He saw football as more than a sport—it was a tool for national development, and I promised him I’d do everything I could to make that vision a reality. This campaign, for me, is part of that promise to him and in honour of my late parents Bridge Mary Glaisher (English and Sicilian Arts and Drama teacher) and Moussa Alan Awounda (Luo, Kenyan worked in Sweden as professor in journalism).

2.4 Why now? Change isn’t comfortable, but it’s necessary. I have always believed that when life places a Goliath before us, it’s because God knows there’s a David within us. Each of us carries a unique gift, a calling that is ours alone. Just as David was called to fight the Philistine giant, others before him faced their own challenges: Moses confronted the king of Egypt, Joshua brought down the walls of Jericho, Elijah stood against 450 prophets of Baal, and Jesus endured the cross. Before conquering the giants outside, they first had to conquer the giants within—Moses struggled with self-doubt, Elijah faced deep depression, and even Jesus wrestled with distress and anguish. Just like many of you in the diaspora, my family faced its own Goliaths. My father, from Siaya, pulled himself up from poverty. My mother and father came from two very different worlds their determination to push past racial barriers made everything possible for me. Now, as a collective of Davids, we stand at the edge of a new chapter for Kenyan football. It's our time to face the Goliaths of mismanagement, lack of infrastructure, and outdated thinking—and prove that Kenya can compete on the global stage.

2.5 Personally, football has helped me overcome more than just sporting challenges. Growing up in the UK, I survived racial discrimination, domestic abuse by the hands of my mothers west African boyfriend and, at the age of 16 (see article), I lost my mother—my biggest supporter and co-survivor. Football became my sanctuary, my community, and my family. Now, it's our time to ensure the next generation of Kenyan kids—whether they’re on the field or in the stands—have the opportunity to find their sanctuary and rise above the obstacles in their lives.

2.6 Over the past 33 years, I’ve been privileged to play or be coached alongside football greats like Paul Merson, Edgar Davids, Ian Rush, McDonald Mariga, Victor Wanyama, and Dennis Oliech. This journey wasn’t just a matter of skill; it came at a high financial cost and years of commitment to first sign with a professional football club in the UK, secure my first professional contract, and ultimately build a career in the sport. The time and resources invested in reaching each milestone reveal the immense value attached to accessing the right networks in professional football. Today, these global connections—spanning the USA, EU, Asia, Africa, and the Middle East—represent a network invaluable to Kenya’s football future, providing access to strategic partnerships, resources, and knowledge crucial for driving local talent onto the world stage. Beyond that, its about advocating for business reforms to create a more transparent, accountable football system in Kenya. But this isn’t just about football—it’s about creating a commercially attractive ecosystem where integrity and innovation come first. With the help of the diaspora and local communities, we can build the infrastructure that our young talent deserves and create something truly transformative.

2.7 Here’s the thing—Kenya’s diaspora already plays a massive role in shaping Kenya's economy. Every year, you send home $4 billion to $4.5 billion in remittances, reshaping industries, improving livelihoods, and building communities. Now, it’s time to use that same power to transform football in Kenya—not just for the sake of the game, but to create opportunities for the next generation of sport leaders, sport entrepreneurs, and sport change-makers. With the right support, we can create a football culture that not only competes internationally but also nurtures talent, empowers communities, and changes lives.

Kenya's GDP in 2023 is estimated to be around $114 billion(see link to world bank article). With a strategic approach, football in Kenya has the potential to generate estimated revenues of $176 million to $308 million annually within the next 5-10 years. This would represent approximately 0.1% to 0.2% of Kenya's GDP, aligning Kenya with leading African football nations such as South Africa, Egypt, and Morocco, which have successfully leveraged their football industries to contribute significantly to their economies.

By focusing on expanding football infrastructure, developing local talent, and engaging the Kenyan diaspora, Kenya can harness the economic power of football, driving growth not only in the sport but also contributing meaningfully to national development—much like its counterparts in Africa’s football powerhouses. This would firmly position Kenya as a major player in African football, both in terms of competitive performance and financial impact.

4. The Strategic Plan – Kick Start Kenya Football - Milestone Budget Raising Plan Summary

4.1 The Kenyan Football Development Plan is an ambitious initiative aimed at raising $10 million through small donations within a 7 strategic milestones plan to elevate football in Kenya. As shown in the Competitive analysis illustration document below professional and grass roots football has the potential to contribute $176m to $308m to Kenya GDP. That works out to be 0.1% to 0.2% of Kenya GDP. Like David facing Goliath, our mission to take Kenyan football to global standards requires courage, strategy, and unwavering commitment. Each milestone represents a vital step in targeting key areas of development: infrastructure, talent, and community empowerment. The funds raised are more than just monetary contributions—they are symbols of Kenya's seriousness in building a strong foundation for football, youth development, and community progress. This is our collective journey to transform the game we love into a powerful tool for positive social change and national pride.

4.2 Milestone 1: Initial Planning, Setup, Branding, Media Engagement, and Documentary – $832,000

a. KickStartKenyaFootball Tournament and Documentary Production: Like David standing before Goliath, the KickStartKenyaFootball annual tournament and documentary will serve as our rallying cry—showing the current state of Kenyan football, highlighting the urgency for change, and capturing personal stories from communities that have been touched by football. The tournament and documentary is critical for inspiring the Kenyan diaspora and global stakeholders to rally behind this cause, demonstrating that football can empower an entire nation.

b. Rebranding: Just as David needed focus, Kenyan football needs a new, refreshed identity. A rebranding initiative will establish a cohesive, professional image that reflects our vision of joining the global football community, attracting sponsors, and creating opportunities for local and international investment.

c. Setup and Governance: Establishing strong governance and structures is crucial for ensuring transparency and accountability. This phase will focus on building the core campaign team, setting up the governance framework, and launching our initial marketing efforts.

d. Stakeholder and Media Engagement: We must engage key stakeholders—especially the Kenyan diaspora and Kenyans at home—early on to build momentum and secure initial support. By connecting with these communities, we lay the foundation for long-term partnerships and collective action.

We need 4,160 Davids within the Kenya diaspora to contribute $200 each, helping us raise $832,000 for the first milestone. Together, we can demonstrate that Kenya is ready to rise and take its place on the global football stage.

4.3 Milestone 2: Infrastructure Development – National and Regional Headquarters – $2.0 million

e. National and Regional Grassroots Football Headquarters: Establishing a centralized hub with several regional hubs for grassroots football operations is essential to developing grassroots football. The new headquarters will symbolize our commitment to international standards, collaboration with key stakeholders and serve as the heart of grassroots football development in Kenya.

We call on 5,715 Davids within the Kenya diaspora to contribute $350 each, raising $2 million to create this vital infrastructure and bring structure and organization to Kenyan football.

4.4 Milestone 3: National and Regional Training Facilities – $6.4 million

f. World-Class National and Regional Training Facilities: David didn’t face Goliath unprepared, and neither will we. This milestone will fund the construction of a world-class national or regional training facilities for youth players and teams. In partnership with professional and amateur clubs the facilities will include training pitches, gymnasiums, medical centres, and accommodations for athletes, ensuring Kenya’s future football stars have access to top-tier resources.

We need 6,400 Davids within the Kenya diaspora to contribute $1,000 each to help us reach this $6.4 million goal. These facilities will be the cornerstone for Kenya’s football future.

4.5 Milestone 4: Stackable 5-a-side football pitches and Initial Development – $950,000

g. Stackable 5-a-side football pitches: Kenya deserves more pitches so more people can play and enjoy the beautiful game. reflects our ambition to compete on the world stage. This milestone will fund the planning and initial development of such a stadium, allowing us to host international matches and showcase our talent.

4.6 Milestone 5: Talent Development and Youth Empowerment – $950,000

h. Harambee Stars Youth Football Academy: Investing in our youth is critical. By developing youth academies and grassroots programs, we ensure that Kenya’s future football stars are nurtured and empowered. This is where the giants of tomorrow will be born.

4.7 Milestone 6: Women’s Football Development – $950,000
i. Women’s Starlets Football Academy: Empowering Kenyan women to compete at the highest levels is a priority. This milestone will focus on building a dedicated football academy for women, ensuring female players receive the same opportunities as their male counterparts.

This milestone will provide funding for the rebranding and restructuring of clubs, including building modular stadiums across the country, allowing football to thrive in grassroots communities.

Citizens TV: Which Way Football Debate
Taiwo Atieno’s extensive football career and expertise bring immense value to the KickStartKenyaFootball initiative. His journey and achievements include:

  • Professional Playing Career: Taiwo Atieno played as a striker for numerous clubs, including Walsall, Rochdale, Chester City, Darlington, and Torquay United in England, as well as Puerto Rico Islanders and Rochester Rhinos in the United States. He also earned caps for the Kenyan national team, the Harambee Stars.

  • International Exposure: Taiwo’s experience across European and American football markets equips him with a deep understanding of diverse football cultures, training methodologies, and operational models that he can adapt to benefit the development of Kenyan football.

The creation of 5-a-side football, an innovative adaptation born from the need to maximize limited space in crowded urban areas. This smaller format not only accommodated their spatial constraints but also fostered a fast-paced, skill-centric style of play. Kenya can draw inspiration from Brazil's story, using small-sided football to overcome its own challenges. By utilizing limited urban spaces effectively, we can nurture young talent, enhance technical skills, and build a vibrant, inclusive football culture that reflects our unique identity. Just as David’s precise aim allowed him to overcome Goliath, small-sided football can be our tool to cultivate the next generation of Kenyan footballers. The results speak for themselves—grassroots football in the United Kingdom generates £10 billion annually (approximately $12.5 billion USD or KES 1.4 trillion), with youth as the main benefactors.
In Kenya, small-sided football could serve as the foundation for our football future, providing opportunities, building skills, and fostering a sense of community. Much like David's victory, the key to success lies in how we adapt and innovate in the face of challenges.

5. Summary - Proposed Fund Structure for Transforming Football in Kenya

5.1 Transforming football in Kenya requires us to face challenges that may seem as formidable as Goliath. However, like David, we understand that with the right tools—transparency, efficiency, and accountability—we can overcome these obstacles and elevate Kenyan football to global standards. The foundation of our approach lies in the creation of an Irrevocable Football Development Trust (IFDT), which will hold 100% shares in aSpecial Purpose Vehicle (SPV) Limited Company. The SPV will be a company limited by guarantee, designed to manage the funds raised responsibly and transparently. Through this structure, every resource is allocated wisely, with real-time updates and procurement procedures made available to the public, ensuring that Kenyans are hired, trained, and employed in football and sports business—industries that are typically difficult to gain experience or employment.

5.2 Establishing an Irrevocable Football Development Trust: Much like David’s strategic approach, the IFDT will serve as the foundation of our mission, receiving, holding, and disbursing funds for football development. Being irrevocable, this Trust ensures that funds are permanently dedicated to their purpose—safeguarding resources ethically and transparently. The IFDT will ensure the SPV is prioritising local employment and skill-building, allowing Kenyans to help build their football/sports experience and employment in the football eco-system.

5.3 Trustees: The Trust will be governed by a board of trustees selected from the Kenyan diaspora and independent professionals with expertise in finance, law, football administration, and social responsibility. Much like David prepared for his battle, these trustees will ensure that the funds are used strategically and in alignment with our vision of sustainable change, adhering to global football standards.

5.4 Purpose: The Trust’s mission is to manage donations and investments with full transparency, ensuring that the right projects receive the necessary support. Each initiative will align with the United Nations Sustainable Development Goals (SDGs), promoting local employment, reducing inequality, and fostering sustainable communities. Like David choosing the right stone for his sling, every dollar will be aimed at building a strong, professional football future for Kenya.

5.5 Creation of a Special Purpose Vehicle (SPV): Similar to David’s precise approach in selecting his tools, the Trust will set up the SPV to act as a project-focused entity designed to manage specific football development initiatives and employ Kenyans into various roles. Whether constructing new infrastructure or launching grassroots programs, the SPV will prioritise employing local talent and developing football-related skills in football business, coaching, football management, and development. The SPV, being limited by guarantee with shares held by the IFDT, ensures that all resources are devoted to fulfilling our mission and for sustainability for generations to come.

5.6 Project Management: The SPV will oversee day-to-day operations, hire local Kenyan contractors, secure permits, and ensure the highest safety standards are met. By empowering local talent to face their own Goliaths, we’re not only building infrastructure but also fostering social and economic growth in Kenya.

5.7 Dedicated Accounts: Like David’s precision, each project under the SPV will have a dedicated account, ensuring that funds are used solely for their intended purpose. This prevents the mixing of funds and guarantees that every project receives the financial support it requires.

5.8 Reporting: The SPV will regularly report to the Trust, offering detailed updates on project progress, financial expenditures, and any challenges faced. These reports, made publicly available, will ensure transparency and accountability at every step.

5.9 Real-Time Transparency via Digital Platform: All financial transactions and project updates will be published in real-time on the official website. This platform will serve as a window into the journey, showing donors and stakeholders how each milestone is being met with precision, much like David’s careful, measured actions.

5.10 Real-Time Financial Updates: Donors and the public will have access to real-time financial updates, tracking how donations are allocated and spent. This level of transparency is key to maintaining trust and ensuring that every contribution helps Kenya rise to meet global football standards.

These reports will highlight the tangible impact of each contribution, showcasing local employment efforts, skill-building programs, and compliance with safety standards. Each report will reflect how, together, we are confronting and conquering our football challenges.

5.12 Ensuring Compliance and Accountability: Our structure adheres to strict compliance and governance standards, ensuring that all funds are managed in accordance with legal, ethical, and safety guidelines. Independent audits will be regularly conducted to ensure that we remain accountable and transparent throughout the journey.

5.13 Independent Audits: Just as David was deliberate in his actions, the Trust and SPV will commission independent audits to review financial transactions and project progress. These audits will be made publicly available, ensuring that every dollar raised is effectively used.

5.14 Compliance with Legal Standards: Our financial structure will comply with all relevant UK, US, Kenyan, and international laws. This includes tax compliance, adherence to anti-corruption policies, disclosure of potential or actual conflicts of interest to be reviewed and discussed for waiver or consent, and alignment with safety standards to protect workers and communities involved in the projects. Every step will be taken with precision and care, just as David approached his challenge.

6. Impact of Football Development on Kenya

Yet, I beat those odds. This proves that no challenge is insurmountable with God and collective belief.

With proper structure, governance, infrastructure investment, and engagement from the diaspora and private sector, we can build an industry that contributes significantly to our economy and places Kenya on the global football stage.
