Many Persons Deprived of Liberty (PDLs) stay in detention for prolonged period while undergoing trial. They are not yet found guilty by the courts. Most of the time, they stay in jail longer than the imposable penalty. Some are eventually found innocent. While in detention, they are exposed to criminogenic influences and their familial, community and employment ties are severed, which increases their risk of reoffending. They also contribute to jail and prison crowding and add to the unnecessary expenses of the government. 

By bailing out low risk, first time bailable PDLs, we shield the participants from the criminogenic influences of the jail, reduce jail and prison crowding, and help the government save on the expenses of maintaining a correctional facility. We also reduce the risk of reoffending thus increasing public safety.
