Disabled Veteran with Dominion Energy bill

Hi, I'm raising money to help my brother, who is a disabled veteran pay his energy bill with Dominion Va Power. He had faulty electrical issues in his home and Habitat for Humanity recently rewired his electrical system. However, the old electrical problems left him with a huge electric bill and a shut-off notice if the bill is not paid in full.
