Veteran needs your help

Hi, my dad's  heat pump went out some time ago. We live on the Oregon coast  so it gets cold and windy. We paid someone to come fix our heat pump, but he was an experienced scammer who stole our money and never brought us a working heater.  So here we are in another winter with no working heat pump. My dad's  house  needs other repairs, but most importantly he needs heat .
