About Foaster Foundation for Healthcare Uganda
Foaster Foundation for Healthcare in Uganda is an NGO that provides services for people living with and affected by HIV in Uganda. The organisation provides its services and support within the confines fo the Ugandan Anti Homosexuality Act 2023 and the 2024 government takeover of NGO registration.

The constitution supports services being provided to all people. It has been challenging and costly to ensure that the NGO is working within the legal boundaries whilst still providing support and shelter for groups most affected by HIV, including LGBT+ people.

LGBT+ people in Uganda face legal and cultural challenges not faced by other groups. This can lead to witholding identity and thereby not being provided with appropriate services.

In an amazing achievement Foaster Foundation community heath clinic has been given the go ahead by the Ugandan Government. This would ensure a clinic providing supportive services free from discrimination.

by supporting Foaster Foundation you can support the shelter and enable the clinic to get their services underway.

£2,500 ensures that
  • the shelter continues providing much needed services including utilities, food and water, and
  • equipment can be purchesed for the clinic which is essential in obtaining the permit for the clinic working on a regular basis.






About the Foaster Foundation for Health Care Uganda (FFHCUG)

Foaster Foundation for Health Care Uganda (FFHCUG) is an LGBTQ+ led NGO that

  • organises programs on HIV education and prevention
  • has a shelter space for members most impacted by HIV
  • runs economic empowerment programs that include urban gardening and handcraft.


FOASTER FOUNDATION FOR HEALTHCARE UGANDA MAIN OBJECTIVES
1. Advocate for provision of quality friendly Sexual Reproductive Health Services, incuding
a. improved community satisfaction;
b. better provider performance; and
c. advocate for fair policies and laws that affect the daily life of those living with and affected by HIV.

2. Socially and economically support and empower people living with, and at risk of getting HIV, with an aim of helping to end the HIV epidemic.

3. Mobilse and advocate for young people living with HIV/AIDs

4. Improve the physical, spiritual and psychological well-being of youths living with HIV/AIDs and

5. Influence meaningful participation of youth living with HIV and AIDs in all key decision making platforms; local, national and international level for better presentation of issues
that affect them.


Foaster Foundation for Healthcare Uganda - out-takes from a, so-far, 5 year story

The Foaster Foundation for Healthcare Uganda (FFHCUg) was started in 2019. Over the past 5 years FFHCUg has supported many LGBTQ+ people who have found themselves shunned by family, adrift from education, work and shelter. The aim of FFHCUg has been to provide shelter, create income streams and work for Ugandan LGBTQ+ people, and other people at high risk of HIV and AIDS.

Since 2023 the socio-political context within which FFHCUg works has been particularly difficult. Under the 2023 Anti Homosexuality Act is is, amongst other restrictions, illegal to promote homosexuality. This act also has the death penalty for 'aggravated homosexuality'. This has led to some signficiant challenges such as intense scrutiny, alleagtions of promoting homosexuality and some leaders experiencing some time in police custody. In April 2024 the Ugandan constituional court did not over-terun the Anti Homosexuality Act but did find that is is in violation of the country's constitution.

Foaster Foundation has continued to work. Two key areas of work have been riaising poultry which provides incomce to support the shelter programme, and development of a clinic from which they can provide healthcare for all the community including LGBTQ+ people.

Regualr incomes for Foaster Foundation comes from nurturing poultry this could grow and support all the activities of the foundation.

Ugandan Context - more information

Uganda has passed some of the most strict anti-gay laws and has been actively trying to shut down NGOs that serve the queer community.
Human Rights Watch research found that people faced a notable increase in arbitrary arrests, police abuse, extortion, loss of employment, discriminatory evictions by landlords, and reduced access to health services because of their perceived sexual orientation or gender identity.

The Anti-Homosexuality Act of 2023 criminalizes same-sex conduct, including potentially the death penalty for those convicted of "aggravated homosexuality." It violates multiple fundamental rights guaranteed under Uganda’s constitution and breaks Ugandan commitments to international human rights.

Anyone advocating for the rights of LGBT people, including representatives of human rights organizations or those providing financial support to organizations that do so, could face up to 20 years’ imprisonment for the “promotion of homosexuality.”

Queer Solidarity Action does this by identifying key issues, creating partnerships and working in solidarity with queer organisations. Queer Solidarity Action establishes partnerships particularly in areas where being queer leads to people being a. marginalised and / or b. put at significant risk
