Help me adopt this kitten

I have been chosen by a feral kitten. As an only kitten (or at least the only one of his litter to survive), he seems to have taken to me. Every time I go out to the front steps to smoke, he runs up and jumps in my lap. Sometimes he'll be playful and attack my clothes / hands, but mostly he will just settle in and enjoy being petted.

I want to bring him inside and make him a permanent part of our family. But I need some help with the vet bills (getting him fixed, vaccinated, and having a vet look at his eyes - he has had some issues with eye infections).
