Let's find James Wiggins

Hi, my name is Kelcie and James is my brother. He disappeared almost 21 years ago from Ruston Louisiana. We have searched and searched for him with no luck. My mom passed away about 6 years after he went missing. We thought it may be helpful if we could get a billboard with his picture on it and put it up in Ruston. We are currently waiting for his age progression picture to be finished. We are hoping that with a billboard so many eyes would see it. I know he's out there. Please help if you can and if not then a nice prayer would help. Thank you.
