From Streets to Shelter: A Job Holder's Plea

Can you help someone that has a steady job since October, makes $1,000 per month, has a credit score of 740, recieves $25 in food stamps, doesn't qualify for housing assistance, broken down car, multiple appointments from 9:30am-7pm Mon thru Fri, doesn't do drugs to get off the streets and get a roof over their head? Catholic Charities can't help, Salvation Army can't help, Section 8 housing is closed, VOA can't help??? What do you do? This is our last resort to get them some footing please.
