FUND INVESTIGATION INTO LA CITY POWERFUL LAND USE COMMITTEE

We are a local public interest, not-for-profit association in Los Angeles focused on safety issues associated with construction in Very High Fire Severity Zones and steep Hillside areas. We have a pending lawsuit against the City of Los Angeles on those issues and that also challenges some practices at LA City Hall that appear to underpin the corrupt pay-to-play scandal for which former Councilmember Jose Huizar has been sentenced to 13 years in prison.
In discovery the City now admits that it routinely conducts a secret meeting before its powerful Planning and Land Use Management (PLUM) Committee publicly meets to decide the biggest real estate projects in the City. A secret staff report on all items on the PLUM agenda is distributed to the Council offices of the PLUM Committee members. This report is not disclosed so that its content can be challenged by the public and it may be all that City Councilmembers read.
It is an open secret that City Councilmembers most often defer to the position of the Councilmember in whose district a project lies, and that, unless the Councilmember supports a community position, the biggest developers/campaign contributors will get their way at the PLUM Committee. Our case is trying to verify and obtain the evidence of this grossly unfair process of the City. Jose Huizar may be going to prison, but the institutional process created and run by the City bureaucracy that enabled his corruption remains.
