Get the electronic back on!

Our electricity has been turned off. We've bee behind for wuite a while and when someone says they'll pay the bill that was on a payments arrangement and then doesn't the arrangement is broken and now the bill needs to be paid to get the electricity back on.

Yes I've contacted 211. I'm trying every avenue possible. But my kids need electricity. Please help if you can
