Abandoned boxer needs amputation

This is 3rd hand information but from what I gather, this dog was given to a young adult that then no longer wanted to care for him and gave him to his aunt that did not want to care for him either (abandoned 2x). He was left outside without food and roamed freely in the neighborhood (Avondale Estates, GA) to get food, shelter etc. The aunt moved away last week and left the dog behind. The neighbors left food and water out for him but with these 30 degree temps and a bum leg, he was in tough shape.
I saw the post on FB at 6:30am today (11-2) and by 7:30am I had him in my car and headed to my quiet home.
I took him to the emergency vet, Briarcliff Animal Clinic (http://briarcliffanimal.com/) , late afternoon and found out he has a badly broken leg which has been that way for some time, that needs to be amputated, arthritis, fleas, and infected wounds. He is in a lot of pain. The tests show that right now he is heartworm negative. The test for worms and parasites will be back tomorrow.
Today's bill alone was approx. $750. I will know the exact cost of the amputation and neutering etc. tomorrow but it is expected to be around $3,500, all in. I have provided some leftover pain meds that I had from my previous fosters to save on money but there is much more needed.

I am unable to foster this dog beyond 2 weeks.

Approx 60.5 lbs (as of 11-2)
Heartworm negative, as of 11-2-14
Affectionate- lap dog personality
Not tested with kids
Too stressed and in pain to be tested with other animals
Kept in a crate and doing well so far- future crate training in the works
Unknown if he is housebroken- so far, no accidents
He rides great in the car
Pulls on the leash- kind of obvious answer
