Help 83 year old repair home after flood

My grandparents property of 41yrs was faced with major flood damage. Due to the unfortunate flash floods that occurred it destroyed not only 3 vehicles that are deemed a total loss and they have no comprehensive insurance,  it also destroyed furniture, almost all appliances, all outdoor furniture, garage door totaled, chain link and wooden fences a loss, heaters, sleep apnea machine, portable air conditioners, plus structural damage and soon mold growth will occur and sadly sentimental things like photo books, year books etc.…. The list goes on.

We been helping with the cleanup because everyone in the house are all disabled retired seniors with multiple medical conditions.

San Diego County has already been declared an official State of Emergency, and that has gone to the state level. If it is determined there is enough damage, it could be moved up to a Federal State of Emergency where FEMA could step in to help. But that could take weeks, and there are no guarantees how much, if any, help will come
