Bring home dog taken from Washington to Florida

This is our dog Roo. My ex and I got him when he was a puppy in 2018. I'm currently trying to get my situation sorted with being a single mom to a 2 year old and finding an apartment. Roo was happy, and healthy living with them surrounded by love.

A few days before Christmas he escaped, ran across the street to a trucking station, where he was picked up and taken straight to Florida. He once again escaped in Florida and was found roaming the streets. Someone had his chip scanned and after being in communication with this person, a hotel and flight was immediately booked for the next day.

All communication ceased from them until we were told he had been given to a foster. At that point we had to take the loss of the flight ticket leaving us with no money. This foster does not want to reunite us with Roo, and wouldn't get in direct contact with me. After a lot of issues, heartache, and just wanting Roo home- the ACO was able to get him to the pound.

We have a foster who is willing to help us with Roo if I couldn't make the trip in time. And we might also be able to set up transportation for him home- but it's not cheap.

So now I am on a huge time crunch to get him out before January 5th. January 5th he will be given back for adoption to the foster who doesn't want to help reunite us.

Asking for any and all help to help me get Roo out on time. He currently has accumulated a lot of pound fees that I need to take care of before he's released. The rest of the money will go to his transportation home.
