Help for funeral cost for Wanda Norris

My name is Eric Norris, and I'm trying to help out my father Wayde Norris with covering the cost of funeral arrangements for my mother Wanda Norris, who passed away on May 30th 2023. We already had the service for her on June 17th 2023, after St. Louis County told my father her services would be covered in full. A week ago my father received a letter saying the county was not paying for any of the service because he "didn't fill out paper work completely, and it was to late to appeal." Both of my parents were on SSI for their income, as my mother was disabled and my father was her care taker. And I'd like to try and help out my father with a little relief in what has been a very hard year for our family. My mother was in the hospital for just under 3 months after going in for knee pain, doctors then discovered she had a terrible infection that had started in her knee and now spread into her blood steam. She started to get better and was sent home after a couple weeks, but only for 1 night. She was then rushed back to hospital to find she had pneumonia and had to be put in a induced coma. After the coma it was discovered she had damage to her trachea from the ventilator. And was told that she would have to be on a ventilator for the rest of her life. After a long discussion between my mother and father, they came to terms that the last thing my mother wanted, was to rely on a machine to live. She made the decision to let things run the course. After a couple days she was transferred to hospice to live out her last few days peacefully.
