Help for Lilly, Dog Attack Survivor.

A Dog attacked my 10 year old daughter and now nobody cares.
On the 10th of September 2023 my daughter was attacked by a neighbors Dog whilst waiting outside their house for their son to change his shoes and go out to play. The Dog, a Staffordshire Bull Terrier / German Shepheard cross, came running out of the front door and instantly attacked, completely unprovoked. My daughter, only 10 years old at the time, had to fight the dog off herself while she screamed for help. The dog attacked her face and hand, leaving permanent scarring, and of course the trauma from the ordeal still affects her till this day.
The attack and its affect on my daughter is heartbreaking for me and I have tried to support her in every way possible to aid her physical and emotional recovery. However, apart from comforting her when she is sad or scared, and buying her the expensive creams to improve scarring, I have been unable to succeed with anything else.
No support is provided via any victim support schemes as the Dog was not 'used as a weapon', no counseling or support is available locally as schemes just do not exist, and private counseling or support is prohibitive in its cost, so we are left to deal with the aftermath alone.
If the attack would have been intentional then the government would have helped with compensation through a victim support scheme but I am told it does not cover this type of incident.
If the owner would have been a responsible person then insurance would have helped (dog or home insurance) and compensation could have been sort though the insurance companies, but they are not a responsible person and had no insurance at all.
After seeking assistance from not less than 3 solicitor firms to try and find someone to fight for Lilly without it costing the world, it seems everything is against me and nothing more can be done.
With minimal consequences being brought upon the dog owner, who was convicted but received only a small fine, and now has a new dog less than 18 months since the incident, I am at a loss. With no further recourse for getting any form of compensation for Lilly, I ask now for help from you.
I would like to raise enough money for Lilly to have the option to elect for further surgery to reduce the scarring on her face, or to go to therapy via private medical practices if she feels things are getting on top of her. Most of all I want her to feel that people care and that she is not just left by society to fend for herself after such a traumatic incident.
Any help is gratefully accepted.
