Help Jeff Britt overcome a spot of unpleasantness

Dear friends, this past week my friend Jeff experienced one of the episodes that make it really hard for people living paycheck-to-paycheck to survive in contemporary America. While he was saving up to fix his car, and figuring out how to get the title transferred to him so he could register it in his name, a cop spotted him and gave him an ultimatum to get it registered immediately, or have his car impounded.
Jeff dropped everything to prioritize getting the car registered, and I lent him the money he was short so he could cover the full fee in time to meet the deadline. He got the new registration on Wednesday.
On Saturday he walked out of his house and found his car gone. The cops had towed it anyway.
Like most Americans, Jeff relies on his car to get to work. There are no public transport options that can get him to and from work at the times he needs to be there. No car = no job. No job = no home. This is exactly how people become homeless in America.
The cops charged him $665 to get his car back. But that's not all! The impound lot then charged him $500 to retrieve it. That's $1,165 in pure ransom money, before Jeff even spent a cent on the needed repairs.
The repairs ended up costing less than half of what the ransom had cost.
In order to make it through this ordeal with his car, job, and home intact, Jeff had to borrow over $2000 from friends (including me). As you can imagine, he is very keen to pay this money back. Whatever you can kick in to help will be very very welcome.
