Help me bring my grandsons to VA

Trying to bring Anthony and Levi home to Virginia, my name is Monika Marquez and I've been trying to get custody of my grandsons whom live in Albuquerque NM. They have found themselves in the foster care system CYFD. Due to the facts that their parents are both on drugs and choose drugs over their children. I've been trying to get custody of my boys going on 2 years, and every year school starts again and CFYD has not followed thru on their end. I'm asking for help because they're making me become a foster parent even though I'm already grandma. To become a foster parent is very costly because I'm requesting to have the children , CFYD says I have to pay for everything they requeste, that being said I'm finding myself in a bad way where I can't accommodate everything CFYD is asking for I need bunk beds dressers school clothes and help with school supplies plus making my home foster care safe. So I'm reaching out to the public to see if there's some assistance I could get from you. I'm hoping that I wouldn't have to be a foster parent and they would just let me come get the boys. But if that happens I need plane tickets to bring them back. So that is my dilemma and God bless to all those that could help us. I just don't know what else to do
