Help OK DMR Build a Reliable Data Network

I am part of the OK DMR and Digital Association. We are working to install a statewide data network using amateur radio frequency assignments and equipment modified to operate in those frequency bands subject to FCC Part 97.
The idea is to provide backup high-speed data links across our state, allowing Emergency Communications folks to have a solution that is not based on the public network and is kept in working order for communications during emergency situations.
We presently have many node sites in the state, but they are in many cases linked via tunnels over the public network, so that is our weak point. We want to build out a fully microwave-based network so as not to depend on the tunnels.
So far, we have been spending money from our own pockets, but that has its limitations.
The cost of the equipment is not that high; compared to other solutions, it is quite reasonable.
