Patrick, a spastic quadriplegic since he was 19 years old, lives somewhat independently with the assistance of caregivers who visit his apartment in the morning and evening. However, his home healthcare provider struggles to maintain staff due to current federal unemployment benefits, which make it more profitable for these workers to stay home and collect unemployment. Consequently, Patrick's caregivers frequently arrive late placing him in circumstances that negatively effect his health due to the timing of seizure medication. A special needs trust is being established to cover the gaps in his care and assist with purchasing a new van (because his current handicap accessible van is over 25 years old).
