Help Replace Vehicles After Hit-and-Run

The San Bernardino County Sheriff's Department has let me down, and I am forced to ask for help from my community. On November 2nd, my car was totaled in a hit-and-run accident. At 1:28 pm, Barry Germond was driving an RV very fast down the wrong side of our street. He crashed into my car so hard that it even totaled my mom's car that was parked behind mine. It is only by luck that no one was seriously injured. The whole incident was caught on our Ring camera. We called the police and followed the RV because Mr. Germond fled the scene.
When the police arrived, they did not arrest him or do a sobriety test, even though the way he was driving and his behavior made it seem like he was under the influence. The police even told us that this was their "third time seeing him." If something had been done sooner, this would not have happened. My question is, are we going to have to wait until he seriously hurts or even kills someone for the police to do something?
As it is, this is a big deal for me and my family. We are stressed out trying to figure out how to get to work and how to try to buy two vehicles when we were not the ones who broke the law. I filed a claim with my insurance, but they said there was not enough information even though I filed a police report. I called the insurance company Mr. Germond provided, but they said his policy was not active. I hate to ask for handouts, but now I am forced to set up a GoFundMe to ask for help.
