Jersey City alone has 10s of thousands of cats on the street. TNR - Trap, neuter and return IS the solution. Once upon a time many of these cats had homes indoors but weren't neutered and kicked out because of strong pee smell or meowing loudly. Some cats are unlucky to have been born in a hoarder house. Generation after generation are born. 2 cats turns into 50+ in 2 years easily. This isn't the cat's fault.
