Help Secure Better Care for Mother

Hello, everyone. Well... Here we are--again. You may remember, over a year ago I put together a gofundme for my mother because of escalating rental costs at her assisted living facility in Lawrenceville, Georgia: Golden Manor Senior Living. Since then, my sister, Lisa had found a more affordable place in Loganville. She's been there for almost a year now, but things have gone downhill very quickly, very recently. Two weeks back, she was admitted to the Eastside Hospital for dehydration --most likely from the lack of water they were giving her, so they can avoid having to help her to the bathroom--which is a BIG part of their job AND a BIG part of why they said they had to raise the rent $500. Because of the extra care she needed, they insisted she pay $500 more a month, starting this month. Anyhow, just five days after she'd gone home from Eastside hospital she went right back again, THIS time, not only for dehydration, but for pneumonia. She was found by the EMT crew in an un air-conditioned room, wearing flannel pajamas (even though my sister had bought short pajamas at their insistence months ago), and being given CPR by Salome, one of the care givers there--EVEN THOUGH SHE WAS BREATHING, just breathing heavily, with some trouble. The EMT driver told the care giver to stop doing that--and for some reason, she kept on doing it. At the hospital, they also saw that my mother had a bruise on her eye and a bedsore that had not been attended to, it was oozing pus. The nurse took a look at my mother and then looked at my sister Lisa and said, "You could have a law suit over here". I don't understand how--the same month we paid the new rent of $2,500-- the care went downhill. It just doesn't make any sense, but that's what's happened...
So, our new dilemma is that my mother needs to move again. Every social worker is telling us to get her OUT of that place asap-- and that she needs more care than a personal care home (UNREGULATED, of course) can give her. But here, in the state of Georgia, that seems to care NOTHING for the elderly, again, our options of what we can afford are VERY narrow. There are only a couple of places she could move, but the rent would be comparable to that at Golden Manor. Around $3,000-$3,500 a month. I make very little money and live in a tiny one-bedroom apartment with my wife. My sister has home mortgage expenses and works a busy weekly schedule, mainly outside of her home. There is very little we can do to help out, especially financially. So, if you can, please help us get our mother into a place where she will get better care.
