Help Steven Gawroriski replace his face from a dog

Hi everyone! My brother was mutilated by a Pitbull as you can see, he had 1/4 of his face eaten by this dog. The owner has no insurance on the dog and personally has nothing from my understanding as well. He's currently hiding somewhere in Old Bridge with his white PitBull.
My brother isn't doing so well and is need of major surgeries. At this time he's in jersey shore hospital with his entire mouth sewn shut. My brother is looking at 2-4 years of surgical procedures along with all other medical issues. I absolutely hate asking but if anyone can help I would truly appreciate and it would mean the world to me and my family as well as my brother if we could get any help.
