Help with Gunny's Medical Bills

Hi, my name is Steve and I'm reaching out to animal lover's everywhere. Our Olde English Bulldog, Gunny was run over by a UPS truck on October 21 and sustained massive injuries. We live in a rural area of Laporte, CO and the the only vehicles to arrive unannounced are UPS and FedEx. UPS was the only vehicle at the house that day.
The UPS driver fed our 3 dogs (we have 3 generations and the 4th was indoors) their usual cookie treats as he has done for years, delivered our package, and returned to the truck to leave. The UPS driver doesn't recall hitting Gunny.
The vet bills at CSU Veterinary Teaching Hospital total $29,243 to date. Gunny went into cardiac arrest one time during her stay in ICU, but she pulled through. Gunny had an 8 inch gash in her back, her pelvis was fractured in 3 places, her left rear leg needed amputation, and other more minor injuries.
We asked UPS to cover the medical bills and they are not taking responsibility, but offered $5,000 as a "a courtesy." Quote from UPS insurance agent, "As we discussed yesterday, our client UPS has given us authority to help with the costs. We are offering $5,000.00 to help with the vet bills."
The "courtesy" offer was an insult and UPS has gone silent since December 16. Filing a lawsuit against UPS appears to be the only remaining option and could cost as much as $20,000 additional.
