To help bandit the raccoon

Our baby Bandit was rescued at four weeks old, he is now two, loving , and has brought so much joy to our family. He has brought so much joy and happiness to the community.  The laws for the rabies vaccination has not been updated since the year 2000. Unfortunately there is no quarantine period for raccoons. It is legal in sc to own a raccoon no license required. He has seen a vet regularly and has all shots recommended including rabies, has been neutered, loved, kept in a home, we have tried negotiating with dehec but they refuse to negotiate. (In case you did not know, in order to test him for rabies, the animal is immediately euthanized and  they have the brain submitted for rabies examination or to have the animal quarantined under conditions specified by the department. The owner shall comply immediately with the instructions in the notice. (emphasis added). Unfortunately, a defined observation period has not been established to quarantine wild animals, such as raccoons, for the purposes of rabies evaluation. Therefore, placing the raccoon under a quarantine is not applicable to this situation. Pursuant to S.C. Code Ann. $ 47-5-100, the owner can have the animal immediately euthanized and prepared for testing by taking it to a veterinarian or relinquishing the raccoon to the city of Spartanburg Animal Control. Under S.C. Code Ann. $ 47-5-200, any person failing to comply with the above is guilty of a misdemeanor is trying to kill him so we need at least 5k to cover legal fees ). Bandit was in his home where he stayed.  This law needs to be addressed and updated to protect the sweet innocent animals that are promoted as pets. Somebody has to fight for them just as we would a human being or our own babies. We (taxpaying citizens) fund millions of dollars annually into the FEDERAL highly successful PROVEN ORV program. If the STATE (agency morons) insist on trying to say that this vaccine doesn't work in raccoons, then our federal government owes one helluva refund to taxpayers!! https://www.ndhealth.gov/disease/rabies/qanda.htm

 WDA Journal of wildlife diseases, since 2010, has established and stated : IMRAB3 by IM injection was found to be an efficacious vaccine for rabies control in raccoons. Even more so than the various products used in ORV baits and studies. Any government agency that attempts to invalidate this protocol? Should explain why the government wouldn’t owe billions refunded to taxpayers, right? if this vaccine isn’t considered by government to be the effective and justified program - which it is long and well proven to BE. Over $20 million a year budgeted towards vaccinating raccoons. Or, are you attempting to claim here... that the vaccine is so wise it can tell the difference between a wild Vs a captive raccoon? ....
