Jae Park & His Mom (destroyed Oakland business)

Hello, I am writing on behalf of my colleague and friend Jae Park, Senior Analyst in Business Ventures. I am hoping you can help.
On Sunday, May 31, 2020 Jae’s mother’s custom jewelry store on International Boulevard in Oakland was looted, fully gutted and the interior (display cases, walls, security cameras) were destroyed. Nothing was left but rubble. Images from the camera showed a gang-like group, all dressed the same, all masked, stealing her property and bashing up the shop and property. Gun shots were exchanged with the phone store next door. Jae was unsuccessful getting through on 911 after ~25 calls. The police came after the criminals were gone and did not help.
Jae is trying to work with the City of Oakland, the Police Department and Insurance to process this atrocity. Given the broader impact of the looting, the lines are long and there is no relief in sight. The insurance company’s position is that their policy does not cover it, only if it had been a “robbery”.
Jae’s mom’s financial wealth was tied up in her inventory and this jewelry shop is her life’s work. She went into this significantly financially compromised with Covid-19 shelter orders keeping her shop closed for 2 months. Jae is an only child. Their extended family is in Korea.
