Pet overpopulation and animal cruelty have been greatly reduced through animal welfare legislation, education of responsible pet ownership; rescue, adoption, non-euthanasia and mandatory spay/neuter policies. TLC Animal Rescue, PR, serving Puerto Rico, and Florida established in 2009 and is run solely by volunteers through the generous help of our supporters and their donations.
