On June 6, 1975, while in basic camp at Fort Leonard Wood, Missouri, Private Larry Sapp was brutally raped, beaten, and sodomized by approximately seven fellow privates but Private Larry survived. The Army gave him medical leave, but the incident was not made public. Private Larry returned to Fort Leonard Wood to finish his service and was later honorably discharged in 1976. However, Private Larry suffered PTSD and began petty crimes to support his self-medication of controlled substances to mask the traumatic rape. The State of Illinois convicted Private Larry of two drug felonies in the 1990s and Private Larry completed his sentence, or so he thought. Private Larry returned to the VA because he could not fight addiction alone.

In the 2000s the U.S. military acknowledged the rape and aided Private Larry (along with several other men) in therapy for recovery. Private Larry recovered, the others did not. To Private Larry's knowledge, one victim committed suicide, the other is serving a life sentence for revenge murder and the others are unknown. Private Larry changed his life, began serving, and after 20 years the community asked him to represent their interests for help as Sauk Village Trustee.
Sauk Village is an underserved area of Cook County, IL plagued with crime, drug addiction, and poverty. The Cook County State's Attorney Kim Foxx aggressively pursued Private Larry to remove and prevent his service in any capacity although it acknowledged Private Larry "obviously turned his life around."

Kingdom Litigators came to Private Larry's aid and kept Private Larry in office through court battles until a state judge removed Private Larry. The State of Illinois confusingly admits, Private Larry has "obviously turned his life around" but Governor Pritzker refuses to free Private Larry and the State of Illinois viciously fights to keep Private Larry from pursuing the public service of his choice.

How much more does Private Larry Sapp owe this nation? Or in legal terms, how much does Private Larry forfeit in future lost earnings for his crimes committed in the 1990s? Illinois statutes do not contain a time period or dollar amount, and Private Larry is 69 years old. To say Private Larry shall never serve his purpose, and indefinitely forfeits any civil earnings from his service is excessive and violates the Eighth Amendment.
