Medical Expenses for a Veteran's parents

My friend and his family are going through a very tragic period.
His mother was hospitalized in Kolkata with a blood clot and is in ICU with no hope to make a recovery even after 10 days in hospital. She is practically brain dead and is on life support. The hospital has not yet removed life support saying that bills have to be paid. After removing life support, they will not release the body or give a death certificate until all the bills are paid.
A week after she was admitted to hospital, his father suffered a heart problem. Rushed to hospital, the doctors put a pacemaker. Subsequent days the doctors concluded that the father has COVID-19.
They do not allow anyone to see the father, cannot get him to sign any checks or documents to withdraw whatever little money he has. Already the bills have piled up to 10 Lakhs rupees and keeps on adding 35000 per day for his dad alone (last I heard they are raising that to 1 lakh per day)
The chances of his survival is very little. Most likely the family will never get to see the dad or his body if he were to pass away due to being a confirmed covid case.
My friend has sent all his savings for the medical expenses. He is a ex US Army who gave 15 years of his life for the service to the USA.
