Moving help for disabled mother

I'm am disabled and my landlord  are slumlords and unwilling to fix the things needed in my apartment and I need help to move. Section 8 doesn't help with moving costs or down payments. There is roof issues, mold, plumbing issues with water running/ leaks in the bathroom. 
Anything will help.
