My horse is foundering

Hi, my 20 year old boy is foundering.

He has severe anhydrosis (cannot sweat), therefore very rapid breathing- the heat made it impossible for him to get turned out or exercised. Now he cannot walk. Rotation confirmed by X-ray. Treatment is complex and expensive.

Each other is all we have. Please help us.
